Background

A brief history

Windsor Palms was developed by Pulte Homes and built between 2000 and 2003 on land off US-192 in Kissimmee, approximately 2.5 miles from the Walt Disney World main entrance. The community was originally named Wyndham Palms, but the name was changed early in its history following trademark conflicts with Wyndham Resorts. The original Pulte construction established the community's footprint: single-family homes and townhomes clustered around a central clubhouse, with a gated perimeter designed from the outset to support both owner-occupied residency and short-term vacation rental use.

The community's structure reflects the particular demands of the Orlando vacation home market circa 2000 — professionally managed resort amenities, shuttle service to theme parks, and deed allowances permitting rentals as short as three nights. This made Windsor Palms one of the first established communities in the Kissimmee STR corridor to combine resort resort club infrastructure with private ownership, rather than the timeshare or hotel model that otherwise dominated the Disney-adjacent market.

Over the subsequent two decades Windsor Palms has matured into one of the better-known STR community addresses in the Kissimmee market. The original Pulte construction is now 20-plus years old, meaning buyers encounter a wide range of home conditions — from units that have been in active short-term rental service with corresponding wear, to owner-occupied primary residences that have been extensively updated. The community's proximity to Disney, Universal, and SeaWorld remains its defining asset and the primary driver of rental income underwriting.

The feel

What it's like to live here

Windsor Palms is primarily a vacation community with an investor orientation, and buyers should understand that context clearly. Year-round permanent residents exist and can build genuine community connection, but the majority of homes are in active STR programs and the neighborhood's rhythm reflects that — high turnover, changing faces, guests arriving with luggage on Friday afternoons. The atmosphere is pleasant and resort-friendly rather than neighborly in the conventional sense.

The physical environment is well-maintained — gates, landscaping, and the clubhouse are managed by the master HOA and generally kept in good condition. The 7,500-square-foot clubhouse is a genuine amenity with pool, movie theater, arcade, basketball and tennis courts, and seasonal shuttle service to the parks. For investors, the income potential is real, though the STR market has matured and competition for bookings has intensified since 2003. For primary residents or long-term renters, Windsor Palms offers comfortable suburban housing in one of Florida's most visited regions.

The details

What to expect

HOA Structure

Windsor Palms carries two separate HOA fees — a master association fee covering gates, clubhouse, and landscaping, plus an individual sub-association fee for your specific neighborhood within the community. Verify both fees before contract; combined costs typically run several hundred dollars per month.

Short-Term Rental Rules

Short-term rentals of as few as three nights are permitted under the community's governing documents. Osceola County also requires STR licensing and tax registration. Buyers planning to self-manage should research county requirements; most investor buyers work with a professional vacation rental management company.

Home Condition Variance

Homes built between 2000–2003 range enormously in condition. Active short-term rental units may have high cosmetic wear; extensively renovated homes command significant premiums. A thorough inspection and review of rental income history and management contracts is essential.

Commute and Daily Living

US-192 provides commercial services including grocery, pharmacy, and restaurants within minutes. For residents commuting to Orlando employment, I-4 access adds meaningful drive time during peak hours. The community functions well as a tourism-adjacent residence but is not designed around a local employment base.

Insurance and Costs

Florida insurance costs have risen significantly across the state. Kissimmee properties typically carry standard homeowner's insurance rather than wind-pool policies needed coastally, but premium increases since 2022 have affected this market as everywhere. Budget current insurance quotes before finalizing affordability calculations.

Market Commentary

What the market is doing

Windsor Palms is an investor market first and a residential market second, and pricing reflects that reality. The $300K–$700K range covers everything from smaller townhomes generating modest short-term rental income to larger pool homes that can genuinely carry their own cost with strong management. What buyers should scrutinize carefully is rental history, condition, and HOA compliance — not just purchase price. The dual HOA structure adds carrying cost that matters to income calculations.
