On Top of the World Communities is one of the largest age-restricted (55+) developments in the United States, located in Ocala, Marion County, in Florida's north-central interior. The community was founded by Devco Development Corporation, which broke ground in the early 1970s on a vision for an expansive active-adult community centered on affordable homeownership, recreation, and resident governance. The name itself was a deliberate marketing declaration — a promise of achieved comfort and leisure.

Development proceeded over more than five decades in sequential sections, adding neighborhoods, amenity phases, and housing product types as the community grew. By the 2000s, On Top of the World had grown to encompass roughly 10,000 homes across multiple neighborhoods, three major clubhouses, dozens of recreational facilities, and an internal road network spanning thousands of acres. The scale of the operation is genuinely remarkable — it functions more like a small city with a homeowners association than a conventional subdivision.

Ocala's position as a retirement destination has historically been driven by affordability relative to coastal Florida markets and the presence of established medical infrastructure — AdventHealth Ocala and HCA Florida Ocala Hospital serve the area. On Top of the World is a 55+ community under the Housing for Older Persons Act (HOPA). At least one resident per household must be 55 or older, and no permanent residents under 18 are permitted. The community has both HOA dues and, in some sections, Community Development District (CDD) assessments that appear on property tax bills. Home age variability
