Background
A brief history
On Top of the World Communities is one of the largest age-restricted (55+) developments in the United States, located in Ocala, Marion County, in Florida's north-central interior. The community was founded by Devco Development Corporation, which broke ground in the early 1970s on a vision for an expansive active-adult community centered on affordable homeownership, recreation, and resident governance. The name itself was a deliberate marketing declaration — a promise of achieved comfort and leisure.
Development proceeded over more than five decades in sequential sections, adding neighborhoods, amenity phases, and housing product types as the community grew. By the 2000s, On Top of the World had grown to encompass roughly 10,000 homes across multiple neighborhoods, three major clubhouses, dozens of recreational facilities, and an internal road network spanning thousands of acres. The scale of the operation is genuinely remarkable — it functions more like a small city with a homeowners association than a conventional subdivision.
Ocala's position as a retirement destination has historically been driven by affordability relative to coastal Florida markets and the presence of established medical infrastructure — AdventHealth Ocala and HCA Florida Ocala Hospital serve the area. On Top of the World became the flagship product of this retirement market, drawing buyers from the northeastern United States, particularly Pennsylvania, New York, and New England, who were seeking warm climates and active communities without coastal price premiums.
The feel
What it's like to live here
On Top of the World operates at the pace its residents design — which is busy with structured programming and genuinely community-oriented. The three clubhouses anchor neighborhood life with fitness centers, pools, arts and crafts studios, performing arts venues, and a continuously rotating calendar of clubs and interest groups. The scale of the community means there is almost certainly a club, sport, or social group matching any resident's interest.
The architecture is suburban Florida vernacular across multiple eras — newer sections feature contemporary production-home design while older neighborhoods show the lower-pitched rooflines and smaller footprints of 1980s–1990s construction. The demographic is almost exclusively retirees and pre-retirees, overwhelmingly white, and skewing from the northeastern U.S. The community is insular in a comfortable way — residents tend to socialize internally, and the amenity depth is sufficient that many rarely leave the community's perimeter for leisure.
The details
What to expect
Age restriction and guest policies
On Top of the World is a 55+ community under the Housing for Older Persons Act (HOPA). At least one resident per household must be 55 or older, and no permanent residents under 18 are permitted. Guest stay policies are defined by HOA rules — review them before purchasing if you have frequent family visitors.
HOA and CDD fees
The community has both HOA dues and, in some sections, Community Development District (CDD) assessments that appear on property tax bills. Total monthly carrying costs from these obligations can range from $300 to $600+ depending on neighborhood and amenity tier. Compare total cost of ownership, not just purchase price.
Home age variability
With construction spanning from the 1970s to present day, the community contains an enormous range of home ages and conditions. Older sections in the original Devco neighborhoods offer lower prices but may require significant system updates. Newer sections command higher prices but offer modern construction standards.
Internal amenity scale
The community's amenity depth is its defining advantage — three clubhouses, pools, courts, studios, and 200+ clubs means most recreational needs are met on-site. Many residents describe rarely needing to leave the community for leisure, which suits some buyers and feels confining to others.
Ocala location and medical access
Ocala offers a genuine small-city quality of life with two major hospital systems, a growing restaurant scene, and equestrian-country character. It is 90 minutes from Orlando and Tampa and 70 minutes from Gainesville. For buyers seeking coastal proximity, the 90-minute drive to either coast requires planning.

Market Commentary
What the market is doing
On Top of the World is the most affordable large-scale 55+ community in Florida — $150K–$500K buys a real home with extraordinary amenity access. The value proposition is almost unmatched at this price point. My caution for buyers: understand the CDD fees and HOA structure before comparing raw list prices to competing communities, and inspect older homes carefully — deferred maintenance on 1980s-era units is common in the resale market.
