A brief history
Pine Lakes is one of Palm Coast's original ITT-era sections — the W-section, where, true to the master plan's alphabetized logic, the street names begin with the letter W. When ITT assembled roughly 68,000 acres beginning in December 1968 and unveiled its plan at Princess Place in June 1969, the lettered-section system was the organizing device for the entire city: a navigable grid that simplified utility planning and gave ITT's sales team an easy way to market lots. Pine Lakes was platted into that framework on Palm Coast's west-central side, just south of Palm Coast Parkway.
What gave Pine Lakes its identity beyond the grid is golf. The Pine Lakes Golf Club, an Arnold Palmer (with Ed Seay) championship design, opened in 1980, threading 18 holes through the section and giving the neighborhood a recreational spine that the purely residential sections lacked. The course and its country club became the W-section's anchor, and homes built along the fairways carry a premium that has held for four decades. The section sits bordered by Indian Trails, Lehigh Woods, and the Belle Terre corridor — central to the city rather than on its edges.
Because Pine Lakes was platted early but never fully built out in the ITT era, it has filled in steadily over the decades, which is why its housing stock spans original 1980s homes through ongoing infill construction. After ITT formally withdrew in 1995 and Palm Coast incorporated in 1999, the empty lots scattered through the W-section became prime infill ground — and that mix of established golf-course streets and newer builds is exactly what defines Pine Lakes today.

It's an open city section — generally no HOA on most streets, homes on city utilities, generous quarter-acre-plus lots — with the relaxed, lived-in feel of a neighborhood that's been growing for four decades. The Arnold Palmer course gives it a recreational center of gravity and a stock of desirable fairway homes.
The honest tradeoffs come with that maturity and that mix. Original 1980s homes here are reaching roof-replacement and re-pipe age, so condition varies widely street to street and even house to house — an infill new build can sit next to a 40-year-old original. There's no gated exclusivity or community amenity campus beyond the public golf club, and the architecture is eclectic rather than coordinated. Buyers wanting brand-new uniformity or resort amenities should look to the south-side builder communities; buyers who value a central location, mature trees, larger lots, and the option of a golf-course setting without gated-community fees will feel at home in Pine Lakes.

Housing Eras & Condition
Pine Lakes was platted in the ITT era but built out over decades, so the housing stock runs from original 1980s homes to recent infill construction — sometimes side by side. That makes condition the single biggest variable: the oldest homes are at roof-replacement and re-pipe age, which drives both insurance pricing and renovation budgets, while newer builds carry current wind-mitigation credits. Prioritize roof age, plumbing material, electrical panel, and HVAC on any older home, and ask for documentation of major updates. Renovated originals in good positions often compete directly with newer construction on price, so judge each home on its systems, not just its address.
Open City, No HOA
Most of the W-section is open city — homes on Palm Coast municipal water and sewer, with no homeowners association on the majority of streets and therefore no HOA dues or architectural board. That keeps carrying costs low and gives owners freedom, but it also means an eclectic streetscape rather than coordinated uniformity. Confirm utility connection and whether any specific street or newer infill pocket carries its own small HOA. Without an HOA, due diligence on the individual property matters more, since there's no association maintaining common standards.
Golf Course Setting
The Arnold Palmer-designed Pine Lakes Golf Club (opened 1980) is the section's anchor, and fairway-front homes carry a long-standing premium. The course is a public business separate from any homeowner obligation, so a fairway view isn't guaranteed in perpetuity by your purchase — verify the club's current operating status if golf access or the view is central to your decision. Course-front living also means everyday play traffic and the occasional stray ball, which most buyers accept for the open green space behind the home. Confirm the exact relationship of the lot to the course before assuming protected views.
Central Location & Access
Pine Lakes sits west-central in Palm Coast, just south of Palm Coast Parkway and bordered by Indian Trails, Lehigh Woods, and the Belle Terre corridor — which makes the whole city quick to reach. Belle Terre Parkway and Palm Coast Parkway connect to shopping, schools, the hospital, and I-95, with Flagler Beach a short drive east. That central position is a real value driver and tends to support resale demand. As always, drive your actual commute and errand routine before committing, but few Palm Coast sections are as conveniently positioned.
Lots & Trees
Expect the generous lots characteristic of original ITT platting — frequently a quarter acre or more — under a genuine canopy of mature pines and oaks, a contrast with the compact, newly-cleared lots of the south-side builder communities. That space and shade are part of the section's appeal, but mature trees also mean tree maintenance and, occasionally, root or limb considerations near older structures. Verify lot lines and any drainage easements, since the original platting included swales and canal-adjacent lots in places. The established landscaping is an asset newer communities can't match for years.

Pine Lakes is a healthy, established mid-market section, and the last 12 months of MLS sales show good depth: 90 closings with a median of $347K, the bottom tenth at $225K, and the top tenth at $461K. That spread reflects the section's range — the low end is original 1980s homes needing updates, while the top tenth is renovated or newer construction, often on or near the Arnold Palmer golf course. Ninety sales is real liquidity for a section this size, which gives buyers choice and sellers a reliable comp set. Because the housing stock spans four decades, I always tell buyers here to weight roof age, plumbing, and HVAC heavily in older homes — those three items explain much of the price gap between two similar-looking houses.
