What Horizon West is (and isn't)
Horizon West is a master-planned community development in unincorporated Orange County — technically not part of the incorporated City of Winter Garden, despite sharing its zip code and school zone. This distinction matters for:
- Municipal services: Orange County (not City of Winter Garden) handles code enforcement, road maintenance outside communities, and county-level services
- Community character: Horizon West is entirely new construction master-planned development — resort amenities, consistent landscaping standards, and HOA oversight throughout. No old Florida, no non-conforming lots, no vintage homes
- HOA/CDD structure: Every Horizon West community has both an HOA and a CDD — two separate fee structures. This is unlike Winter Garden proper, where much of the established community has no HOA and no CDD
CDD fees: the most important number buyers miss
CDD fees are the defining financial characteristic of Horizon West living — and the most consistently misunderstood by buyers coming from non-CDD markets.
What a CDD is: A Community Development District is a special-purpose government that finances infrastructure (roads, utilities, stormwater, amenities) through bond issuance. The bonds are repaid through annual assessments on property owners within the district.

What buyers miss: The CDD fee appears on the property tax bill — not in the mortgage payment or HOA invoice. First-time buyers sometimes aren't told the annual amount clearly until tax bill arrives. Always ask for the current CDD assessment before writing an offer.
CDD lifetime: CDDs typically run 20–30 years from development. Some of the earlier Horizon West communities (built 2008–2015) are progressing through their CDD payoff period. Newer communities have the full liability ahead. When a CDD bond is paid off, the fee drops substantially (maintenance assessment only, typically a few hundred dollars per year).
The communities within Horizon West
Horizon West is not a single community — it's a development framework spanning multiple distinct neighborhoods:
Watermark: One of Horizon West's largest and most established communities. Multiple phases built over many years. Resort-style clubhouse, multiple pools, playground, sports fields. Prices range from $450,000–$750,000 depending on phase, size, and lot position.
Lakeshore: As the name suggests, positioned near water. Premium lot options with water views. Higher-end builder finishes common in this community. Prices $500,000–$800,000+.
Summerlake: Earlier Horizon West community, somewhat more established. Active community pool and amenity center. Prices $400,000–$600,000.
Windermere Trails: Positioned between Horizon West and Windermere proper. Access to the Windermere area without the Windermere price point. Prices $450,000–$650,000.
Newer phases (2022–2026): Active new construction communities at the western edge — still delivering homes. Higher CDD fees (more recent bond issuance) but newer homes and infrastructure.
West Orange High School
Most Horizon West addresses feed to West Orange High School — OCPS's flagship high school in the western corridor with strong academics and established programs. This is the same school zone as much of Winter Garden proper, and it's a significant reason families choose Horizon West over alternatives at lower price points.
Confirm your specific address's zone assignment with OCPS — zone boundaries can shift, and some Horizon West areas may feed different schools.
The traffic reality
Horizon West's primary traffic challenge is Windermere Road (SR-535) — the main arterial connecting Horizon West to SR-429 and the broader road network. During morning and afternoon peak hours, Windermere Road has become a congestion point as Horizon West has grown faster than road capacity.
SR-429 access from Horizon West is generally quick — but getting from within a Horizon West community to the on-ramp requires navigating Windermere Road or internal community roads that can back up.
Commute reality:
- Disney World: 15–25 minutes via SR-429 south (generally reliable)
- Downtown Orlando: 25–45 minutes depending on time of day
- I-4 interchange: 15–20 minutes via SR-429 north
- Universal Studios: 20–30 minutes via SR-429 to I-4

- Builder warranty status: For homes built in the past 10 years, confirm what warranty coverage remains
